With reference to Foreign Office letter

No. F 7241/60/10 of the 21st November, 1935, I am directed by

Mr. Secretary Eden to transmit to you herewith a copy of a

telegram which he has received from His Majesty's Ambassador

at Peking suggesting a simplification of the procedure in

regard to exports of arms from Hong Kong to China.

2.

Since the Chinese Government have no

objection to the suggestion put forward by the Government of

Hong Kong, Mr. Eden would propose, subject to the views

of the Secretary of State for the Colonies to authorise

Sir Hughe Knatchbull-Hugessen to adopt the proposed new

procedure; he would be glad to learn whether Mr. Secretary

Ormsby-Gore agrees.
